Public organization "Council of Bulgarian Postgraduates in Russia"  (CBPR)

The public organization "Council of Bulgarian Postgraduates in Russia" (CBPR), here in after referred to as "SBAR", is a voluntary, self-governing, non-profit organization, based on membership and created on the initiative of citizens, united on the basis of public interests for the implementation of common goals, referred to in it Statute.

The SBAR is the successor to the organization of the „Council of Bulgarian Postgraduates in the USSR”, which operated from 1979 to the 1990s.

The SBAR is guided in its activities by universally recognized international principles, norms and standards.

1.3. The Organization's activities are based on the principles of voluntariness, equality, self-government and the rule of law. The organization is free to determine its internal structure, goals, forms and methods of its activities.

            1.4. The organization can join unions (associations) of public associations.

SBAR was established on 12.12.2017 in the Embassy of the Republic of Bulgaria in Moscow in accordance with the Constitution of the Republic of Bulgaria, the law on Bulgarians Living outside the Republic of Bulgaria (ZBZHIRB), the Constitution of the Russian Federation, the Civil Code RF and article 8 and other Federal Law of the Russian Federation "On Public Associations".

In its Russian Statute, SBAR sets itself the following goals:

  • Initiates and stimulates a comprehensive process of development of research activities of Bulgarian postgraduatein Russia.

  • Distributes the achievements of Russian, Bulgarian and world science.

  • Promotes the free movement of people, knowledge and technology.

In order to realize its goals, the Organization has the following main tasks:

  • Encourages research that creates the conditions and prospects for sustainable scientific development.

  • Expands educational opportunities in Russia.

  • Facilitates the establishment of new scientific contacts for cooperation at the national and international levels.

In order to meet its goals and tasks, the Organization carries out a number of activities, among which:

  • Conducts theoretical, applied and scientific research.

  • Organizes discussions, seminars, round tables, competitions, conferences and other forums in Russia and abroad.

  • Organizes public lectures and trainings with the participation of leading researchers, teachers and public figures.

  • Supports the presentation of research work by organizing or participating in various scientific forums.

  • Engages and prepares projects in accordance with the of the Organization.

  • Conducts internal training for postgraduate of all universities.

  • Increases awareness of potential postgraduate about the conditions provided by Russian education.

  • Supports career development and personal implementation of postgraduates in Russia and those who have completed graduate school in Russia.

  • Appeals to scientists, employers, cultural workers and others.

  • Maintains an information and bibliographic database.

  • Issues and distributes printed and electronic publications in accordance with the of the Organization.

  • Develops relations with public and private institutions, enterprises and civil society.

  • Carries out outreach activities to attract donors, sponsors, partners and friends from Russia and abroad.

  • Collects funds for research and applied of the Organization.

  • Speaks to public and state bodies and organizations on issues related to the implementation of the goals and of the Organization.

  • Establishes and maintains links with the media and conducts targeted public awareness activities on the and activities of the Organization.

2.4. The organization independently determines the directions of its activities, the strategy of educational, scientific, cultural, aesthetic, economic, technical and social development.

2.5. The organization has the right to represent and protect its rights, the legitimate interests of its members, as well as other citizens in the bodies of state power, local self-government bodies and public associations.
